You're in the board meeting.

The breach happened three weeks ago. Systems are back online. The forensics report is done. And now leadership wants answers.

The CTO asks how it happened. You know exactly what failed. The unpatched vulnerability in the legacy system. The service account with excessive privileges. The monitoring gap that let attackers sit undetected for two months.

You explain it clearly. They nod along.

Then the CFO leans forward. "So why didn't we catch this earlier?"

But when leadership asks the harder questions - "Why did this happen?" "What are we doing to make sure it doesn't happen again?" "How do we prioritize security investments across the organization?" - those require a different kind of thinking.

Security program design. Risk management frameworks. Governance structures that catch what the perimeter misses. Incident response strategies that account for business impact, not just technical remediation.

That's what CISSP teaches. Not just how to secure systems, but how to design security programs that actually work at the organizational level.
